KS Associates was selected to provide civil engineering services for this 94-acre, four-phase development project. As the civil engineering associate, KS Associates was directly involved with the mass excavation and site utilities phases, and the general building package.

The $2,500,000 mass excavation and site utilities phase provided storm sewer, water and sanitary sewer service to eight inmate housing units and six support buildings. The site grading required filling approximately six acres of wetlands and 4,100 feet of an existing stream.

The design of these improvements involved coordination with multiple governmental agencies including The Army Corps of Engineers, Ohio State Architect, Ohio Department of Rehabilitation and Corrections and The City of Conneaut construction manager. The environmental sensitivity of the area required KS Associates to monitor the contractors’ compliance with the SWPPP and USACE permits.
